FünfprozentklauselThe Fünfprozentklausel is a rule in German Federal elections whereby only those parties who collect at least 5% of the second vote (Zweitstimme) receive a parliamentary seat. This is to avoid the parliament being made up of a large number of very small parties which, in the Weimar Republic, led to political instability.
